SFA and NEA Regulatory Framework for Food Businesses

Accumulation of 12 or more demerit points within a 12-month period results in a 2-week or 4-week suspension, while accumulation of 24 or more points can result in licence revocation. Liquor Licensing and Import Permits
The Liquor Control (Supply and Consumption) Act 2015, administered by the Singapore Police Force (SPF), regulates the sale and supply of liquor in Singapore. Liquor licences are required for all businesses selling liquor for consumption on or off the premises, with licence categories including restaurant licence, pub licence, retail liquor licence, and wholesale liquor licence. Liquor licences must be renewed annually at fees of SGD 200 to SGD 2,000 depending on the licence category and premises type. The Act also imposes restriction zones where liquor consumption is prohibited during specified hours, and licence holders must comply with these restrictions as a condition of their licence. Operating without a valid liquor licence carries penalties of up to SGD 10,000 and imprisonment of up to 3 months for first offences.
Food import licences, issued by SFA under the SOFA, are required for all businesses importing food products into Singapore. Importers must hold separate import licences for each commodity category (meat and fish, fruits and vegetables, processed food, etc.), with annual renewal at fees of SGD 84 to SGD 560 per category. The import licence renewal requires evidence of compliance with SFA's food safety requirements, traceability documentation, and maintenance of approved source listings. For businesses importing food from specific countries or regions subject to additional restrictions, additional import permits or certifications may be required, each with their own renewal timelines and compliance conditions.
